Why not?

On one hand this fits into the idea that people and their pets have a special bond that allows them to understand one another.

On the other-hand, this is just another cartoon. Cartoon characters can do anything that their creator wants them to do. If Mighty Mouse can fly, Garfield can be understood by John. I am not sure anyone can understand Odie.

He might not know exactly what Garfield is saying, but a good pet owner learns what their pet's calls mean and it's likely that after 28+ years Jon knows Garfield's. After all, Jon doesn't exactly lead an exciting life.
This is part of the fun of comics, animals can talk, eat lasagna, and ship their least favorite cousin cat off to Aubudabi.
I'm surprised you haven't asked why Grimmy and Atilla can talk and do housework in Mother Goose and Grimm.

Garfield... being a superior feline species in his own right has learned that the only way to ensure that his stupid owner supplies him with the copious quantities of lasagne required to keep such a fantastic physique, is to speak to him.

If you have a pet long enough and spend a lot of time with it, you just know somethings about it and it's behaviors. I know what most of my animals are telling me - most of the time.
