They have only the lowest expectations of the average citizen.

Polls show that the majority of Americans believe in time restrictions for welfare recipients. Republicans know that to escape poverty it takes education, hard work and discipline. The greatness of this country rests in its freedom and that within one generation a person can rise from poverty to obtain great wealth. Allowing endless dependency on an entitlement program has trapped many in poverty. Why would Democrats want to keep anyone dependent on an entitlement program like welfare? How many people on welfare vote Republican?

I seem to remember that on August 22, 1996, Clinton signed the Personal Responsibility and Work Opportunity Act, which ended the welfare entitlement and replaced it with a new block grant providing $16.5 billion per year to states to assist the needy.

Unfortunately Bush has spent more on social programs than any president in the history of history. Still it is not enough for the left. Poor people are paying lower taxes or no taxes at all yet that is not enough for the left. Minority home ownership is at its highest level in the history of history yet it is not enough for the left.

The only poor people who ever benefit notwithstanding who's in charge are those willing to change their lifestyles and do differently from what therey currently do.
Its not all dumb luck to blame for people's poverty. Poverty aint the norm in this country its the minority. So it aint the system, it aint the Republicans or Democrats, its likely your lack of education, your spending habits, your drinking and drug habits, your preganancy having too many children habits, your lack of desire to work or go back to school that's killing ya!

Only a very few, those who didn't have jobs before but then got hired by Halliburton or a defense contractor on all the public money they've gotten over the past few years.
The rest have been totally ignored, screwed, and written off by republicans. They don't make huge campaign contributions, why should they worry about them?

The loss of thousands of corporate pensions to bankruptcy and embezzlement and the loss of thousands of high paying jobs to India have lowered a lot of middle-class citizens into poorer demographics.

some of the garbage that rich people throw away is no longer recycled, and poor people can dumpster dive after more stuff. you can thank the republicans for setting recycling and renewable energies back about 50 years.
