I don't see why not if that is what you want to do, But don't you think that on your upper fore arm would be a better place and honor Roy more?

no if u regret it later in life, you'll either be stuck with it or it will be excruciatingly painful to have it removed. ALso, needles can give you an STD. Just imagine yourself as an old grandma with a wrinkly fanny with a tattoo. not very attractive now or then.
