Women wear low-cut necklines because they want attention, and think that their breasts are their best feature. No one who thinks their breasts look nasty would let them hang out.
The more insecure a woman is the more cleavage she shows. Women who are respectable, confident and adult don't have to advertise to get attention. They can get attention with their brains or good ideas or brilliant presentations.
It is vulgar-especially at work-because it makes other people-men and women--uncomfortable-often on purpose.
Good manners is about making other people comfortable.
It is increasingly difficult, but you better get good at it, because often those very same people are the ones who holler about sexual harassment in the workplace.
You might try going to your HR department and see if these vulgar dressers can be stopped from wearing trashy clothes to work. You might lodge a formal complaint, if it gets no response.
Lots a luck with that--the style is now to look like a $2 ho even at work.
Our dress code here says "no low-cut clothing." Yeah--
I told a lady one day she was "going to put someone's eye out with those things, "and she hasn't worn that blouse again.
Of course, I am an old lady, so I could get away with saying that. And I have been big breasted all my life- and don't need um to get attention.

I don't show cleavage. But because I have C or D cups, depending on the brand of bra I wear, nothing short of a burqa or armor will hide what I've got. It's not my responsibility to hide them, either. Look up, the way I have to when you've taken off your suit jacket and those nicely-cut Brooks Brothers pants cling to your rear end just right.

Because they like the way it looks. To avoid looking at their chest you should try your hardest to look at them while having their cleavage out of view. If that doesn't work just imagine that it's your mom wearing the top, then you would just feel really guilty and grossed out.

besides they dont know what they want anyway
I give them time of day when they stop acting like their shite dont stink and come right out and say what they want
