i just moved back from living in manila for 2 years with my wife and usally during feb the weather is somewhat comfortable, 80's at night and mid 80's during the day, march is when thier summer starts and it gets hot, but dont let the temps fool you, its always humid there (80%+) and i would still sugjest shorts and t-shirts and casual wear. if ur staying in a hotel in malate make sure you get a/c.if this is your first time in manila i would sugjest going to see intermurous ( a spanish fort built around a part of the city), luneta park ,and maybe walk along the boardwalk along roxas blvd (they have some great resturants next to the water) all within walking distance of malate. usally on weekends around luneta park there is always some kind of entertainment goin on. for shopping you can take the MRT (train located on taft ave) to edsa blvd and transfer and go to megamall or robinsons galeria or closer to malate u can go down roxas blcd and go to star city mall or the new mall of asia. or if you like pirated and cheap prices go to greenhills shopping mall and you can buy any kind of clothing or watches from nike and rebook to rolex . also if this is ur first time in manila be extra carefull staying in malate cause since it is mostly nightclubs and strip bars there is alot of crime and beggars in that area. dont give beggars any money cause if you do you will have 100 people trying to get money off of you. and dont fall for the " i need money for my prescription" trick they use in that area also. the philippines is a wonderfull country and most people are very friendly but like everywhere there are alot of bad apples that try to take advantage of people or worse rob them. also depending on how long you will be in the philippines you could take a ferry (wg&a tickets are sold at most travel agent there) and go see some of the other islands like cebu or boracay (pronounced " BORE rock i ") for about 100$ usd rt for 2 people in a state room (with full bath and hot water). hope this helps you and have fun and be carefull.

The television coverage did not help the case. Training and disciplines vary according to region and culture. The fact that they were dealing with an uncommon threat like a trained police officer may have affected the decisions of the people involved. The SWAT team appeared uncoordinated and unprepared in the face of the crisis. This is not to say I could do better or that it couldn't happen somewhere else just as badly. But the team announced their presence, there was no element of surprise, secrecy or tactical operation. Simply a very long, drawn out and delayed storming offence which was unsuccessful. There was also some question about whether the hostage taker was killed by sniper fire before the tactical unit entered the bus and fired bullets through the bus from the inside. This too made the people involved look bad as it appears they shot a civilian or civilians after the true crisis had ended. It is a sad end to a bad situation. I do not envy the police chief or his staff. It is honourable to resign in the face of such a failure but may not be necessary.

Just to add to everything everyone said before me, each year the City of Manila usually sponsors something they call "lovapalooza" where they get as many couples to kiss at the same time on Valentine's day....if you're with someone, join in...and you could end up in the record books.
Oh, and pack lightly...you can buy whatever clothes you'll need here. Feb is still brisk for most Pinoys but it gets hot really quickly around March.

It is the same every month. Filthy and polluted ! Do not go near the trains as someone suggested. That is the place you can get robbed 24 hours a day.
If you are coming for pleasure, then you may want to think about some other country. The Philippines is not tourist or foreigner friendly.
