I can't open the pictures, so I am not sure what it looks like, but I have used lots of Bev's other free patterns and her stuff is always nice and instructions good.
I also found a link to one someone was selling on ebay, I looked at it and you could easily make something similar. Looks like they used a 6 oz skein of orange yarn. They made it with a large hook like a J or K hook, started with a chain of 17 stiches. Turn, then single crochet in each chain, after the 4th row, crochet into the back loop only of the previous row, and continue this every 4 rows. This is what gives it the ribbed effect. Depends on how old of a person you are making it for, but usually making a length of about 11 inches works for an adult, 9 for a child and 7 for an infant works pretty well. Once it is the desired lentgh, make a tube by sewing the very first and very last rows together (or crochet and join them if you prefer). Take a piece of yarn and thread through the top of the loop, then draw it up tight to close the top of the hat.
For the topper, I would just use a "bookworm" - here is a link to a pattern, looks very similar to the one in the picture.
