I ordered a book by Jessica "NeonDragon" Peffer:How To Draw Fantastic Dragons And Other Fantasy Creatures and I want to know even more about it than I already do.So has anyone purchased this book?Is it more for the beginners or better artists?Is it helpfull?

I don't have that book, & I'm at work so I don't have the authors names but I'd suggest that you invest in any of the "How to" books that you'll find in the anime section of a bookstore. (The ones with the white covers & the red writing) Those will help a lot for beginner & advanced.
Also, anything written by Jack Hamm. Him I can name because he's amazing & understandable. His books should be in the same section.

Looking at others artwork is also very helpful. There is a book called, "Eldest" by Christopher Paolini. There is a awesome dragon on the front cover created by John Jude Palencar. The best dragons I've ever seen. Do an image search on JohnJude Palencar's art to see more of his dragons.

I haven't read that one. I have "Drawing and Painting Fantasy Beasts" by Kevin Walker and "Anatomy for Fantasy Artists" by Glenn Fabry, both are EXCELLENT. Any book, regardless of your skill level, will show you the basic steps of art. I'm not the greates "Fine Artist", but I understand pictures and concepts. If your other book doesn't work out, these two are high on my list.
