FIRST: the local CONSUMER AFFAIRS office
SECOND: the local BANK REGULATORY AGENCY
I suggest you call and (more important) write to them and keep records of all the calls (time of the call, name of the person you spoke with, and so on)

You could call the office of financial institutions in your state if you want to report them. If you just want to see if they are gouging or not you could take the Good Faith Estimate they have given you to another mortgage company and see if they can give you a better deal.

Do you know if it was an FHA loan or a conventional loan? I know the HUD people oversee FHA financing and they can help. I'm not sure much can be done about a conventional lender though.
