They say on the 14th day of your cycle but not all people have a 28 day cycle.

Go to http://www.mymonthlycycles.com and just put in your period info and it will calculate when you will be fertile and ovulating.
It is a free and VERY helpful website. (It has helped me)

Good luck to you

Contrary to popular belief, you DO NOT always ovulate 14 days after you start your period. However, you will ovulate, almost always, between 12-16 days BEFORE the start of your next period. The best way to determine your dates of ovulation is to count BACKWARDS about 14 days from your last period (example: 30 day cycle, 30-14=16), you likely ovulated around day 16. Your basal body temperature will NOT tell you when you are ovulating. If you take your BBT correctly, it will likely tell you when you already have ovulated, as your temperature spikes due to a hormone surge AFTER ovulation.

There are over the counter ovulation predictor kits available, which come with instructions for how to use and interpret them.

You can also learn how to chart your cycles and your fertility signs yourself. I highly recommend a book called "Taking Charge of Your Fertility" by Toni Weschler. She teaches the Fertility Awareness Method which involves monitoring your basal body temperature and the quantity and condition of your cervical mucous in order to determine when your most fertile days are. In addition, it's just a lot of good information about how the female body and monthly cycle work.

Most women ovulate 12-16 days *before* their period and within individual women, this rarely fluctuates by more than a day. It may happen that you personally ovulate on Day 12 (or on Day 14, which is "average," however meaningless that is) but that really depends on the length of your cycles.

Go buy a basal thermometer at the store and if you take your temp every morning, you'll know exactly when you ovulate.

keep a log of your temperture everyday. When your temperture has gone up slightly, you're ovulating.
