The movie was based on several serial killers from all over the states. It wasn't 'fake' per se, it was a meshing of several cases all piled into one for the sake of making a movie.
Though it was probably filmed in L.A., or some other stage, the original flick looked like it was filmed somewhere in either east Texas, like Tyler or Paris....or west Texas, like Odessa or maybe Amarillo.
I don't know for sure because I don't remember the credits & I'm not one to usually research by internet search with copy & paste. So, this answer might not be right in every detail, but I think I understood your question anyway.

Despite being heavily touted as "inspired by a true story," both Tobe Hooper's original 1974 film and the 2003 Marcus Nispel remake are only lightly based on the real-life murderer Ed Gein, who is suspected to have taken several victims between 1954 and 1957. Perhaps the most recognizable similarity is the film's house, whose gruesome content was similar to that found in Ed Gein's home (above right) in 1957.
