She's from asia. But 9/25/2006 at night i happen to meet here in skype , and she said "I"M HERE In your city!!!" and she was excited and happy then asked me "Should we go out together?" but i said "i have to go to doctor" and then she had some network problems ... and so the conversation ended and i coun'dt even say "Maybe we can meet next day" or something. She hasn't come to skype anymore since, and i feel now i will never have a chance to meet her. Should i just forget it or try to go and check skype once in a while to see if i can catch her or just look at this as a failed attempt, a missed opportunity?. Meeting foreigners is hard for me as I'm not a student anymore , and i'm not an outgoing type of american, but i'd like to because i'm interested in cultures and languages.

Too many red flags to continue with this, a legitimate foreign friend would have let you know she's coming to your city. She wouldn't have called you to go out at night for the first meeting. Consider yourself lucky to have escaped a multitude of potential problems concerning this situation.

It's risky to meet with someone "local" like the USA, with whom you share a common culture and language, but.......

When you are trying to hook up with someone who is totally foreign in culture and possibly language, you are setting yourself up for a fall. It's highly dangerous because you have no recourse if something goes wrong. She/he would be deported or could just disappear and you would be left empty handed as far as any recourse, if needed.

You don't know ANYTHING about this person other than what they fed you. She may be a HE. This person may have committed some small time or serious crimes.

She cut you off because she wanted to reach someone NOW and had other persons lined up who could meet up with her NOW, and decided to drop you and move on. It's quite possible that she is looking for money, and felt that she was wasting her time with you since you were unable to meet with her at that very moment.

That attitude tells me that something is not right with her, and she had something other than friendship in mind.

Steer clear of her/him. Be smart.
