If it is latex paint, you can try a product called "OOPS".
It is made specifically to remove dry latex paint.
I think the vinyl will be okay but test a small place first to be sure.
OOPS is usually available to Walmart, Lowes, HomeDepot or your paint store.

You can try mineral spirits, I've never tried it but heard it gets paint out. Good Luck
