Officially there is no such thing as a tie. There is no rule that says a tie goes to the runner. It is simply an umpire's decision.
An umpire cannot see both things happen at once. The umpire watches the base for the runner's foot and listens for the ball hitting the glove.

I'm a college umpire and NO the tie doesn't go to the runner It clearly states in the rule book that the runner has to beat the throw or he is out, which means if he ties he is out. as an umpire there are excruciating circumstances that would give the runner a safe-call,if the fielder boots the ball on has a hard time with it we are taught to penalize the one who screws up, on the other hand if the fielder makes a great play the umpire will most likely call the runner out

That rule is really more for the umps. If it is a bang bang play and they can't tell who was there first the ball or the runner, then give it to the runner. If you really think about it, if you could slow down the play slow enough and review every play like that there would never be a tie. It is more awarding the runner.
Having to Ump school to ump HS and College games, I have never seen this rule in the books. I think it is more just a Philosophy they follow.

I scanned the whole page and can't find anything about a 'tie'.
I think it's more of an upire's "rule of thumb".

The relevant rule is 6.05, which states:
"A batter is out when - ...
(j)After a third strike or after he hits a fair ball, he or first base is tagged before he touches first base."
One could interpret the "before" in that rule to state that, if they arrive at the same instant, then the base wasn't tagged before he arrived and he's thus safe.

yes it does. and in american football if an offensive and defensive player come down with the ball at the same time then the "tie" goes to the offensive player
