Saving as bmp would cause least color info loss (ie clearest) but bmps would be huge... good option would be to save them as jpgs or gifs and while saving you can chose the option to allow min data loss while saving. This will give you images that are not very big in size and have decent quality too.

If it is for a digital scrapbook and not for print save it as a jpg at a max of 96 dpi at size. Anything larger would be useless since your computer screen is generally in the 72 - 96 dpi resolution. If you do want to keep it for print a jpg would be fine, but keep it at 300 dpi at size.
