As a Webmaster, I can tell you that it is really wrong to go around your webmaster's back; it is his livelihood to create and maintain your site, which is why he charges for updates. This is his income, so why would he show you how to do it, so that you no longer need to pay him and he can't pay the bills anymore?
This is really no different than me hiring you to keep my house clean, wathcing you do it once or twice, then cleaning it myself every week and calling you to tell you that your services will not be needed, and threrfore, you will be broke this month--kind of wrong if you think about it, eh?
Anyways, there are MILLIONS of tutorials around the internet that will show you how to make web pages, all free. In your situation, however, I truly feel that you will spend more time and money trying to figure out what HE did to set it up than you would just paying him to update it. It is one thing to put together a web page, it is another to get it onto your website and working with the rest of the pages on that site seamlessly; this is no small task. That is why people do this kind of thing as a full time job, ya know? :)

How did (s)he set it up.
And what's the internet-adress of your page?
Then perhaps I could help you.
Did you have to pay for it, or is it a free web space?
If you paid for it, you could phone the company or send an email.
If it's a free web space, send an email.
But don't be surprised, if they answer something like:
'OMFG!! N00B!!! L0L0RZ!!!!'
Many people in Internet are a bit unfriendly.
