It depends on how you look at it, but they are neither. They are simple both black and white, just as a calico cat isn't brown with black and white spots, it is calico.

A young zebra was asking all of its friends if it was white with black stripes, or black with white stripes...none could answer, some said one way, some said the other....finally the wise old owl told the zebra to ask "the creator"
The young zebra approached the Lord and asked...am I white with back stripes, or black with white stripes...the Lord replied "You are what you are..."
The young zebra, said "Lord, I am still confused, your answer means nothing....You are what you are??? what does that mean??"

It depends...if it has more black stripes...the it's black with white stripes or viceversa
