The answer to your question is YES. The most recent example of amnesty granted to a goup of US citizens and resident aliens was Carter's granting amnesty to those who left the US in order to avoid the draft during Viet-Nam.
Amnesty is the granting of a pardon by government and erasure of records of crimes of a politidcal nature, sometimes even before a conviction.

It's happened many times before, every time a United Statesian or a United Statesian corporation declares bankruptcy in effect gets 'amnesty' for all of it's debts.

You might want to provide some clarity or more information to your question...at least for me. As a US citizen I don't need amnesty. Is there some reason you believe US citizens require amnesty?

If you are a US Citizen you don't NEED amnesty.

it would not even be necessary unless you wanted amnesty from another state which is not allowed because of our federal republic type of government., a state would have to legislate this type of action.
