Last year France passed a law outlawing head scarves in schools. It was targeted at Muslim girls. You can certainly write a very interesting 700 word paper on the effect of that and whether it should be done in the US.
You could also write a paper on how to apply to visit France (getting a visa) and some hotels convenient to the sites in Paris. Your instructor will be impressed.

A fascinating topic can be the occupation of Morocco or the all out take over of Algeria. The Revolution. Sir Lancelot du Lac or any Arthurian romance from Chrétien de Troyes. The gift of the Statue of Liberty.

Here is a subject that my French teacher punished me with - way back - when I went to an anti-war demonstration instead of going to class --- Ecrivez 500 mots sur la question 'A quoi bon faire une revolution' --- you could start with THE French Revolution and and with the recent riots.
