First of all, you can't put soap on the car unless it's wet. The routine isn't rinse, soap, then rinse. It's wet, soap, then rinse.

If your car is too dirty or muddy you can always begin with degreaser/tire cleaner all over the car, then soap, finally rinse....this always makes the mud and bugs fall off quick.
