They allow lights, but all stationary lights must be pointed toward the ground and be shielded from allowing light to be directed skyward.

There are many cities that restrict the type of lighting that can be used. They only allow the type of lights that direct the light downward. An example of a light that would not comply would be a outdoor post light with a globe type enclosure that lets the light escape every direction. Also keeping your blinds pulled on your windows at night will keep your indoor light in. It is win-win anyway because you get more light for your money. Light going up into space does you no good along with light going out your windows at night.
