Possible, I suppose, though if it happened, it would be on a very limited scale, located almost exclusively around volcanic hydrothermal vents, where the ice is melted and maintained at a temperature that could support life as we know it. However, considering one theory of terrestrial evolution posits that this environment is exactly where life started on Earth, there is no reason why one couldn't extend the theory to include places like Enceledus or Europa. The coming decades will tell (the Cassini spacecraft is scheduled to arrive at Enceledus next year)
