This is often gauged by merchandise sales.
Last year the top 10 were:
Philly
New England
Pittsburgh
Oakland
Green Bay
Dallas
Denver
Chicago
NY Giants
Kansas City
As for the most fans, I would bet that when you couple merchandise with the size of the extended metropolitan area, Dallas, Oakland and Chicago are the most popular, followed by Philly, Denver and New England.

Dallas has historically been "America's Team", therefore, I'd say they had more nationwide fans.
Pittsburgh, New England, Philadelphia, Green Bay, Atlanta, Miami and Carolina all have rather high fan bases that are spread across the country as well.
Steelers fans have to compete with Philly fans, whereas Dallas fans don't have any other team to compete with. Houston isn't really a team, right? :-D

If you researched it I think that you would find Dallas has more fans just in the DFW area than Pittsburgh has all across the country. We're talking a major difference in population bases here.

I think the Steelers have the most, Dallas often has bandwagon fans.

its the cowboys who are know as americas team. when dallas first got the cowboys, that was the furthest west football city. is if you lived in that area or anywhere west of there, u rooted for dallas

I would have to say the Cowboys.
Ive been to too many Giant games where have the Meadowlands' spectators have Cowboy jerseys on!
