As my doctor says "everything causes drowsiness", I realize that isn't the exact answer to your question. However it is a point to consider, every drug has side effects and the worst part is every person gets different side effects.
If this a prescription drug talk to the doctor involved about the behavior change.
If the drugs are illegal, then I have to say most definitely that family neglect is a real possibility.
