It's europeangoldfinch.net. Looks like a messageboard. There's already quite a few posts on there, from people with handles like Fish 40 (could be Michael Scofield; he's a Fish from Cell 40 back in Fox River). Plus, somebody mentions Bolshoi Booze, which is one of the clues in Michael's tattoo. There's also mentions of sightings in the US Southwest, which is where the escapees currently are (Utah being in the southwest United States).
