If we want to unlock the potential of both individuals and the org we need tochange we design, allocate work and outcomes.Job descriptions tend to become frozen in place even as technology advances and competitive challengers roar past. What is required is a more dynamic system that challenges employees to constantly gain and apply new skills needed to achieve outcomes. Skill matrixes are needed. Each skill matrix describes steps in the career ladder along the vertical axix, and describes the skill and competencies required for each step across the horizontal axis. Job descriptions are designed to maintain the status quo of the pyramid organization. Skill matrices reflect the need to flatten the organization and empower and inspire employees.

Depends on the type of job you're seeking. I will tell you from experience though, that many hiring managers will ask you some off-the-wall questions to see what you're made of. It's always best to ask in the interview, about any question you don't understand.

R&R is a generic military term for rest and relaxation. If anyone in the public domain is asking, ask what they mean by the question.
