You are close. But that's not exactly it. In 1875 the case of Mary Ellen, a child who was cruelly beaten by a couple whom she lived with was investigated by the Society for the Prevention of Cruelty to Animals. In earlier periods of history children were regarded as chattel of his or her parents. The Society brought Mary Ellen's case to the attention of the court as an "animal" who was being mistreated. As a result, the Society for the Prevention of Cruelty to Children was organized in 1875.

i never heard of that but assume you heard it someplace; as far as i know, there simply was no protection for children in the workplace, period, before the child protection law. (i believe it applies mostly to working conditions, but not sure).
