The administration released selected portion of the NIE (National Intelligence Estimate) in response to a more abbreviated previously leaked portion that indicated that the Iraqi invasion was creating more terrorists than it was stopping/preventing. Bush claimed that a more complete version would show that efforts in Iraq were making progress.
Instead, the cherry-picked released portions prominently indicate that Iraq has become a "cause celebre"* among terror groups that are no longer centralised in the middle east, and that individuals identifying them as jihadists has increased as a result of the invasion. Note, oddly that this was in the portion Bush wanted released to counter criticism and bolster his Iraq strategy.
Rep. Jane Harmon (D-CA) has indicated that another NIE exists which further indicates how damaging the Iraq invasion has had on the fight against terror. It's being held until January 2007, after the November 2006 elections.

He didn't threaten to release the whole report. He ordered it done. And it's just as well, because without the context of the entire intelligence report, the American public is subject to being misled by the "selective reporting" you complain of.
What could possibly be in the report that would upset you? Good news about the war on terrorists? Last I checked, the NYT only cherry-picked the bad news (your favorite part).

Condi is the best person to tell you what he releases.. To be serious, yes a three page selective report doesnot help his cause, it just compounds that he is a warmonger who has just got it very very wrong.
