It all depends on...
If they want to change, and why?
Are they motivated enough to change?
Do they have support around them to change and encouragement?
Do they NEED to change?
I suppose they need some maturity, might be the wrong word - but I suppose I mean - can they look within themselves to see the need for change and the effect they are having on others if they don't?
Do they care?
But - YES...
They can change... from bad to good - or from good to bad!

Depend on your age... Psichologically if you are over 5 the answer is NO, you migh be able to modify your character but would be imposible erase who you are.... However if you are under 5 the answer is yes because your brain while is not fully developed can erase and write new information over it....

Yes. But that doesn't happen over night. IT happens over a period of time. As you mature with age you see things different. Little by little the things you use to do are not an issue. And it feels like a life time ago. Maybe even someone eles life. That is change.
Not one week of I am sorries and then back to the same patteren or cycle of like.

it depends on the type of person he or she is. if they are willing to make changes or who want to change for the better then yes

yes people can change. One of my friends changed quite a bit after his Mum died. So i have seen it happen myself.

Change into what? Cars, robots, horses.
If you mean can their personalities change, then yes, usually after severe head trauma.
