The linea nigra - that's the technical name for it - appears during pregnancy and goes away a few months after birth. I gave birth 2 months ago and still have mine. It first appeared in my 2nd trimester, got darker in the 3rd trimester, and is just beginning to fade now.
Here's a picture of what one typically looks like: http://content.answers.com/main/content/wp/en/6/69/Linea_nigra.jpg
If you're not pregnant, it's very unlikely that you have one.

It shows while you are pregnant and stays around for a few months after giving birth. Most people do have a line there already it just becomes darker or more noticeable when you are pregnant.

Theres always a mother line on a womans stomach, its darker on some people. The pigment in the skin is just naturally darker there. hormones cause the hair to grow in black in that area.
Pregnancy makes those hairs grow insanely fast, thick and dark. And the line is more pronounced from then on. But its always there. Usually once you are an adult it starts to get darker.
Part of being a woman.

Have you been pregant before? My son is a year old and my line is still visible, so maybe some hormone change (even if you're not pregnant) caused the line to become more visible. If not, then i don't know what it could be.

Have you had a blood test to check if your pregnant? If not get one. I have heard of women having periods and having negative hpt's and have been pregnant. If your not pregnant, while your at your doctor's office, have him/her examine you. I'm wondering if it could be hormones causing that line (if you are not pregnant). I have never heard of women getting that other than pregnancy.

That line appears some time after you are pregnant, usually a few month into it, but depends on the women of course. (You are talking about the line from your navel to your pelvix, right?)
