The government decided that smoking was "bad enough" to ban, but yet they are happy for smoking to continue until summer 2007. If smoking should be banned, why was it not banned right away?

The smoking ban is bad news for smokers (at least many feel that way). England has a good tradition of letting people adjust to bad news before enforcing action against them. In any event a law is more likely to be enforced successfully and with a minimum of trouble if those enforcing it are given time to prepare and any high feelings of those whom it is aimed against are given time to subside.

probably coz the brits are more interested in 'free speech' (and deed, and so on) than anyone else. we, as a nation, shy away from domineering over peoples decisions, even if the decisions are blatantly bad ones. if a person wants to kill himself, who am i to stop him? alot of us would say. plus, we all see both sides of the argument. or maybe not.
not to mention: i reckon there is a habit of devil's advocating in this country. even if everybody agrees, and the answer is very obvious, someone will raise the other point just for the hell of it.
so, i reckon they're taking their time to let us all get it out of our system, and to give the smokers time to cut down, because what are we if not concientious....

Are you talking about smoking in public buildings or in the privacy of your own home?

If you are talking about smoking in public buildings, I don't know.

If you are talking about smoking across the board being illegalized:
1. You have to give people time to quit.
2. You give people time to set up the black market for tobacco so that they can arrest people who deal in tobacco so they can get revenue from the fines.

because they hav to let everyone know that we are going smoke free! they cant just suddenly decide that one day its illegal to smoke without giving LOADS of warnings lol!
