You definitely can. Refill instructions are same as HP 56 but keep in mind this is low capacity cartridge and do not overfill it. HP 21 holds only 5 ml of black ink. You can get refill instructions for HP 56 at http://fillserv.com/support/refillinstructions.php

Yes you can, but how you do it depends on what materials you have. If you have a standard refill kit, then it would have come with instructions. If you have a "universal" kit, it might be a little bit more difficult and you need to be careful.
Basically you will just be injecting ink into a hole on the top of a cartridge. Usually you get a sticker with the kit showing you where the ink goes, but if you don't have that you are going to have to remove the HP sticker and find some instructions that tell you which hole it goes in. The last step is to remove a small amount of ink from the bottom of the cartridge, but this requires a tool you might not have. This step isn't crucial, but it is necessary sometimes.
This cartridge will hold more than 5ml, so you don't need to worry about that.

Not without voiding the manufacturer's warranty, but you can get one of those injection kits to refill it that way. It looks like a big needle you use to put ink in that way.
