Hitler is the obvious answer. He was a super creep.
Stalin is the dark horse canidate. He was responsible for more deaths across a broader range of ethnic and religious groups, I believe. He was responsible for at least 10 million deaths. Between repression and starvation, though.
Stalin was in charge of the Soviet Union through their most brutal, totalitarian years. He also forced the collectivism of all of Russia's agricultural assets, which lead to massive famine.

Stalin - not only did he killed many of his fellow countrymen, he spread stalinist communism by occupying neighbouring countries & creating satelite states.
He is the reason North Korea exists.
