Your question is based on a faulty premise, as are your subsequent comments.
No one blamed George Bush for Hurricane Katrina; however, many RIGHTLY blamed him and his administration for the utterly ineffectual response of the federal government to the disaster.
The manifest incompetence of George Bush and his administration was clearly evinced through the utter failure of leadership arising from bad (morally defective) character.
The people of Louisiana had been told the levees would survive a Category 3 hurricane (which is what Katrina was when it made landfall in New Orleans); the levees failed. The failure of the levees devastated New Orleans.
Responsibility for the levees was (and is) entirely with the federal government. Historically, the federal government has jealously reserved this responsibility and authority to itself.
FEMA wasn't created as a pork barrel project: it has from its origin been tasked with timely and effectual response to mitigate popular suffering of persons trapped in a disaster zone, including (but not limited to) maintaining civil order.
By your own logic, the government knew about the severity of Katrina well before that storm reached land. The government also knew tens of thousands of people -- in the area likely to be devastated -- lacked the financial and other means to evacuate.
Nobody held a gun to GW's head and forced him to be President: he voluntarily assumed that job and all the duties and responsibilities that go with it. During his first 100 days in Office, he made clear that he was going to flout his Oath of Office.
People who care about the USA, who believe in the rule of law;
People who believe the Constitution ought not be treated by the President and his regime as just another piece of toilet paper;
People who believe in personal responsibility but believe the protections of the government ought not be predicated on personal wealth
(in other words, those of us believing no one should be able to buy citizenship or verdicts in suits at law, and those of us believing the rights of citizenship should be universal) --
carefully, diligently and fairly weighed the matter, and the outrageous failure of GW Bush and his regime was overwhelmingly apparent.
Moreover, the situation is today not significantly improved. The reason Mississippi (which was hit harder than New Orleans by the hurricane) has faired better is because Mississippians know better than to trust the GOP-led federal government for anything.

I think people have to look at really who was the real people to blame. As a resident of Louisiana, I saw that the Hurricane's path was headed right to New Orleans on Wednesday. If I saw it, I know the Governor and the Mayor of New Orleans(saw it) and should have ordered people on that day to prepare to evacuate. They did not do this until Saturday and Sunday, Katrina hit on early Monday. As head officials of these areas, they had the responsibility to aid these people in getting out. Some people were able to, others had no money, others were being hard-headed and not leaving. The ones that had no money should have been offered the 100's of buses that were ultimately flooded because they sat parked. The response was slow because Governor Blanco did not request assistance from the President right away. She didn't know what she was doing. The levees had been built in the 1970's. A year or so prior to Katrina, New Orleans had a mock hurricane conducted, and they failed. They weren't even prepared for a mock. The governor and mayor knew about that, yet did not prepare. There was also money that FEMA sent to New Orleans during a hurricane season prior( for minor assistance) that is totally unaccounted for. Nobody can account for where it went.
If people only would see the truth, it would make the news coverage of Katrina look like a cartoon.

Why don’t the people of New Orleans take any responsibility. Lets see, for how many days were the news telling you that Katrina was on its way? How many days did you have to get out? More than enough is the answer. Let’s see, why didn’t FEMA send more helicopters down to rescue the poor black folk? Could it have anything to do with the fact that the very same people they were trying to rescue were the same people who were shooting at them. Maybe there would have been more people to help if half the New Orleans Police Department didn’t have to stay behind and guard their stations for fear of attack and the other half were out trying to stop animals looting Nike shoes which you couldn’t wear in 10 feet of water and plasma tv’s which you couldn’t plug in because there was no electricity. New Orleans in the aftermath of Hurricane Katrina was like a social experiment gone wrong – Just what will ignorant, evil people do when there is nobody there to stop them.
So George Bush hates black people huh, Kanye? Maybe we should all hate the parasites from New Orleans that chose a time of tragedy to steal and loot and fraud the government. We may be drowning but as long we got our shooter and our sneakers…..

People aren't blaming Bush and FEMA for Hurricane Rita, what they're mad about is the (lack of) response. There are people that don't have transportation and had no means of being able to leave. It was appalling to see private citizens and groups having to organize to help the victims, while our government sat on it's hands. It was absolutely shameful. Additionally, the disaster showed how ill-prepared the government is to handle any disaster, much less a terrorist strike. We are supposed to be the most prosperous nation on earth, yet this is the best we can do for our own? Unbelievable.
Finally, I'm sure you've heard how much money has been wasted on the rebuilding effort.
New Orleans is a unique American city. The heart and soul of the city are the people who make it their home. I'm glad I had a chance to visit the N. A. a couple of years ago, it will never be the same as it was before.

The problem is, W & friends have consistently shown that they are not up for the jobs that they have.
When Katrina hit, it was horrible, but the federal response didn't happen. Instead, aid workers were turned away by FEMA (which was run by Bush's appointee and aparent friend).
The second major issue shown in the wake of Katrina was that the National Guard, whose job it is to come in after disasters like this and get things back to normal, was mostly over in Iraq, also a major Bush failing.
They had a limited capability of leaving the city before the hurricane hit. The majority of the people who were trapped in the city could not leave. They didn't have the money, they had nowhere to go, etc. The Superdome was where those who couldn't go somewhere safe were told to go. That part went as it should have. The lack of supplies was a failing of planning, but the failure of FEMA, etc. to get supplies there for a week strait was a failing of incopetence.

People are not blaming him for the hurricane but for his slow reaction after wards. Those who were able to leave did, but some were unable to leave so they did the best they could to survive. It's a shame that America responded to victims in the Tsunami faster than they did to victim right here at home. Had the hurricane hit a place like Martha's Vineyard or Cape Cod there would have been an IMMEDIATE response.

I did not leave New Orleans because I had no transportation, no way to evacuate with my pet, and was low on cash (payday was to be that Tuesday). I do not blame President Bush; I blame the Army Corp of Engineers for building crappy levees in the first place. I blame the local levee board for not maintaining the levees. I blame Mayor Nagin for not providing sufficient means to enforce his so-called mandatory evacuation. I blame FEMA for dragging its feet. I blame Governor Blanco for not taking appropriate action to get the National Guard here earlier. None of this was the President's fault. Also, you need to remember that the people who did evacuate still have nothing to come home to. Who is to blame for that?

I find it impossible to believe that anyone blames President Bush for the hurricane. Only Mother Nature can produce a hurricane.
Many people blame the President for the AFTERMATH of the hurricane.
Yes, there was warning. If you have been warned that you need to move immediately to China, but you have no money, no car, no ship or airplane accessible to you then you wouldn't be able to evacuate, now would you?
The President takes ultimate responsibility for any failures on such a magnitude as were the failures in New Orleans because all of the agencies that are supposed to assist people in times of great devastation come under his control.
He didn't show up, he didn't insist on immediate national resources go into New Orleans. He sat and watched people dying because nobody would help.
We can get food, water, medicine, supplies and manpower to any foreign nation within a matter of hours and yet we could not get these same essentials to one of our own cities? That rests soley on Mr. Bush's shoulders.

bush and fema were warned of the likelihood of the levees breaking and they did nothing. and you didn't count the poor who either may not have had transportation or money to stay at a hotel. more than likely they had no transportation. if bush/fema would have been on the ball they would have sent in buses to transport the poor, old, disabled. they did NOTHING. the majority of the deaths attributed to katrina are the same people listed above; the poor, old, disabled.
plus, bush appointed michael brown, who had NO experience in emergency services or anything even close. brown was just another crony appointment.
there's a lot of blame to spread around, but the majority must go to the government.

The people are not blaming him for the hurricane itself, what they blame him for is the fact that He and the govt took so long to help with the resuce and now with the rebuild. Some of the ppl there may of had the chance to leave but when you are 70 yrs old and on ssi with only a income of 500 a month what money do you have left to get anywhere and how are you going. Everyone is not able to just up and leave.
