The FIRST - Russia - must have really burned the US butts when Sputnik successfully circled the world, letting out it's plaintive little bleeps every minute.
Next - Canada - our technology has been on many US missions to space. The onboard communications, the robotic arm - we go back years before the current Shuttle missions.
To see Canadian expertise in aerospace - look up the Avro Arrow - an aircraft abandoned due to politics. F-15 my butt, we were there first.
Back on topic - France has done great things in developing the 'eurolifter' - a mass stage rocket to hurl payloads into near-Earth space.
Russia again - the Vostok heavy lift rocket system. Thank all the gods it is now being used to push payloads into orbit rather than heaving re-entrant nukes.
Japan and China are tied in my opinion - the electronics any space mission depend on have to come from somewhere - and those tiny parts play a major role. Not to disparage the efforts of the Chinese in launching rockets, but the primary contribution has been in the small things. Attention to detail being one of them.
So that makes five. Good luck with your project, and your research on 'space agencies', and 'orbital entities'.

Like the first answer though not sure of the that order. As I would contend that China is above India. Besides do you mean over time or at the present?
As a side issue the amount spent on sapce projects is in the order:
USA NASA
Japan
European Space Agency
With Japan spending near ten times as the whole of Europe!

While only the United States, Soviet Union/Russian and Chinese space programs have launched humans into orbit, a number of other countries have space agencies which design and launch satellites, conduct space research and coordinate national astronaut programs.
In Europe, the European Space Agency serves several nations. Several nations have launched their own satellites including India, Japan and France.

Back in the mid fifties (where the beginning of the book is set?) it was USSR, USA, France, Britain, Australia. Today it has changed a bit but you can still find links to some of the old rocket characteristics at

Well I know of USSR, the US, and China. As for the fourth I am guessing Japan since they have a terrific economy. As for the fifth I am guessing India or Canada
