He consistantley tells you that he wants to see other people.
He spends more time and energy on his friends then on you.
But the most impoortant one is you just get a feeling he doesn't want to be with yo9u. Womens intuition is POWERFUL!

That's a good question because we all give off different signals or answers even if asked. He may not because he is unwilling, or it may be because he is unable for various reasons.
The only true way to find the truth is to simply ask.
