It depends on where in the country you'd be and whether you'd rent a whole flat or just a room etc. In some parts of Prague you could probably get by on this money if you only rented a room and were careful about how you spent money, but it might be a little hard sometimes to make ends meet. The rest of the country is cheaper and this amount would be enough for you to live on pretty much anywhere outside of the Prague area.

The USD = approx. 22 CzK right now so 18,000 CzK = about $820.

It depends on where you are living in the Czech Republic, the cost of living widely varies. In Prague you homeless and hungry on this monthly wage, in Ostrava you will be fine. Rent and food in general are cheaper than in the US, and much cheaper outside of Prague. Electronics, household goods, clothing are the same price or more expensive than in the US.
