I have used both Flash (made my macromedia and you need to buy it), Swish i belive it to still be free (but not sure)http://www.swishzone.com/index.php.

They are both similar product but i have fould Swish easier to uses and less complicated but a little to simplictis in what you can do with it, Flash by macromedia on the other hand is for complete adn has a vaster ability to adapt to your uses.

One other thing to consider: are you offering direct response advertising or brand advertising; i.e. will you be paid for having the ad clicked on, or just seen.

You can get the plug in to make animated giffs. Only use the program and plug ins from the legitimate site.

Swish Lite used to be around, it is legal freeware and a cut down version of Flash. Unfortunately I don't have the proper download address so be careful if you download it, try Download.com, Filehippo or Tucows.
