how do i remove Antiphishing file?

nothing in folder but will not delete

OO i hate when that kind of thing happens just simply go and get Spysweeper, it is extremeley reliable and gets rid of all phishing and everything bad for that matter.

The folder is part of the AntiPhishing feature of Internet Explorer. Rather get Firefox with Google Toolbar (including Google Safe Browsing), you won't have problems like this with Firefox.

Restart your computer in Safe Mode and try to remove the folder then. (Press F8 once the Windows Logo appears during the start-up process and select Safe Mode from the menu)
