I like this dude, he's really cute and he seems to like me but he doesn't talk to me, should i talk to him? Or should he make the first move?

You should talk to him if you really like him. Some guys are really sensitive and they're afraid of rejection. At least you'll know how he feels.

make the first move by talking to him, because he may be
shy or naturally quiet type. You can open the conversation by
saying, "Hi, I'm Ms.... and I was wondering whether you could
help me with some interesting articles in the Yahoo Answers
website.... or maybe going out together on a lunch date at
Burger King or Star Bucks or Coffee Bean!

I think you should talk to him.
If I were this guy and someone I liked approached me, I'd fancy her more because it shows that she's bold and keen. It takes guts to be the one to break the ice.
He may not be talking because he's shy and isn't sure if you like him. He's probably in the same situation as you.

It appears you both are shy. Again, probably he has no inkling of your desires. So,being you, I surely would make the first gradual acquaintance of getting his attention, do it now, cause someone definitely will be more outgoing,forward than you and poof, your liking gone.

I'm old fashioned and prefer the man to talk first...sometimes they are very shy and you have to talk to them.

its ok if you can start everything.if you really love him,you must don't want to let him go.so,its better if you start it first.make your first move and try to catch his heart.i know its hard.but its better than you loose him forever.its not important who starts first.the important is...that you love him and don't want to loose him.
