I'm confused too!! Unfortunately it's sounding like he's just using you for after school activities. Without meaning to sound harsh, you need to respect yourself a bit more, unless you are happy with the situation. If you want to be his girlfriend, back off a bit, if he goes to make out with you say you won't until you go out for a date, don't just give him what he wants unless you get something back!!

Talk to him about it. Why would he say no if he makes out with you? He may just not want the commitment that comes with a relationship, or maybe he just likes the fact he can stay friends with you, and be single, but still have the fun of making out. Just talk to him about it.

Men have had to put up with this eventuality for years. Just accept that he doesn't like you and move on.
You could ask if there is anything that you could do or say that would change his mind. You might not like the answer though.

if he's said no then he's got to mean no, that means no making out after school, it's not fair to you and will only get your emotions in a muddle.
my advice would be forget about him and find a guy who is going to be straight with you about how he feels.

So talk to him and find out why he said no. Maybe the truth is that you don't mean as much to him as he means to you, or maybe he promised his parents he wouldn't. The only way to figure things out is to talk to him.

Whatever you do, DON'T let him keep taking advantage of you! It sounds like it could be just a bit of fun for him. Either that, or he's a bit shy. He could be worried that you'll take it too seriously if you're officially "going out". Whatever his excuse, DO NOT LET HIM TAKE ADVANTAGE OF YOUR WILLINGNESS!
