take it to the nearest market and you will always find a stall where they are willing and able to unblock it for you.
normally though the reason it is blocked is because it is stolen.

you gotta go back to the place where you bought it
I blocked my phone while trying to put a pin and had to take it back to the vodafone shop to get it unblocked
doesn't cost anything by the way

go on google type in what youve just asked and you will get a pass code to put in otherwise take it to a shop they can do it for you for about £10
