I've been in the same position - i.e. having paid for an item (in my case it was a tiny amount of haberdashery, for Heaven's sake) and the seller's admin system was up the creek and he refused to co-operate ... and like you I ran into eBay's totally unhelpful computerised 'complaints' systems.
I did manage to discover that eBay UK has a closely-guarded phone and fax number; two years ago - which is when I needed to use it - it was based in Ireland and the note I have gives their fax number as 0208 605 3001 and phone number as 0208 605 3000. They may of course have changed it by now but at least I got to shout at a real human being.
Good luck. This is one of many areas where eBay isn't accountable to anybody and ought somehow to be made to be.

It's not Ebay you need to talk to, get on the phone to Paypal, if you can't get through send them an email, they're pretty good at getting back to you within a reasonable amount of time. Just click on the Paypal link and go to contact us.
I had my account suspended so i'm speaking from experience.

Sorry. Unfortunately, there is little you can do. Once you get suspended by eBay, there's very little recourse, as they are very careful before they suspend a user.

Well, you should have paid for your items.
I'd try to consult with the sellers - Don't bother with eBay's horrible customer service, unless you have really good reasons why they should unsuspend you

you can only get a new account on ebay. Once suspended, unless ebay unsuspends your account, you can't do anything else.

ebay screw you over. And ebay own paypal. so as much use ebay are, i doubt paypal will help you anymore than them.
theres some dodgy stories out there if you can be bothered to look
