You are susppose to hook the fan on the window egde with the fan part inside. It has solar pannels to make th fan go around.Apperantly it dos'nt work. Several othe people are having the same problem.I am trying to contact the better buisness bueareu.

I know people who used to work there (It's really called Fosdick Corporation and it's really in Meriden, CT--they do business under a variety of names) and most of the stuff they sell is utter junk.
