If your blog is set to be viewed by "public" (check your settings to make sure) then anyone can view it.
The easiest way is to activate your "simple URL" (again, check your settings), then you can simply give them that address and they can click right in.
Example: my 360 addy is:
http://360.yahoo.com/renee_kovach
Easy to remember and anyone can access it. Also, you can set your blog to accept comments from public, then anyone can leave you comments, too!

That depends on how you set it up. If you chose to make it public and not require consent from you, yes! You can however change this by editing your preferences.
