I would say instead of widening the highways to narrow them, eventually people will be so fed up going 10 miles an hour to work they will change habits, move into the inner city and use public transportation, and the more people who use it, maybe the city will consider upgrading the system. What do you think?

It would be a relatively simple and workable solution to modify all the freeways in LA so that only the outside 2 lanes in each direction were permantly traveling in opposing directions. All the other lanes in the center would change direction mid-day. All the center lanes would go into LA all morning, then away from LA all afternoon/evening. At midnight, they would change back.

What you're suggesting is punitive in nature. You want to punish "those other people", as long as you're not in the group being punished.

Punitive solutions may yield the desired result, but also impose a hardship on people. Some people cannot afford another hardship. Case in point, inflation. The wealthy banksters may be able to afford their lavish lifestyle by stealing our wealth by increasing the money supply, but they're robbing our elderly and the most vulnerable among us.

By definition a solution is something that alleviates a problem, not compound a problem.

Nobody wants additional layers of rules and regulations which make criminals out of more and more people.

Let's look for ways to lift up the downtrodden, not place heavier burdens on them.

Since most employers demand maximum flexability from their employees, have the state mandate starting and stopping times staggered 5 minutes apart, then you do not have this huge crush of traffic at the same moment.
