Go to the FEMA website and put in the areas you want to check. They have maps indicating the types and locations of all flood zones.

Here is a flood map for the entire state of NC. Click on link, then in left column click on Digital Flood Map. Charlotte is located where I-77 and I-277 meet. Hope that helps.

contact a local insurance company they have maps from the usgs showing flood plains (for insuring homes)
