It's your wedding and you should have what ever will make that day memorable for you and your mate. By agreeing to be in the wedding party they are also agreeing to do what will please the Bride & Groom who ultimately have the last word.

You can certainly ask them if they are interested in learning when you ask them to be in the wedding party. But be sure to give them plenty of time to learn. By that I mean at a bare minimum of 3 months, and more is better. If they don't feel comfortable learning to do a waltz, they should be allowed to gracefully decline the invitation to be part of the wedding party.
Please don't spring this on your wedding party a few weeks before hand. Yes, it's your big day, but do you want that day to include forcing the wedding party to do something they don't feel comfortable doing?

if you are going to pay then sure. People in your wedding are already paying enough for the dress tux etc..... and this is all for you, why would you make them spend more money and more time on something for your day?
if you are going to have them spend their time then you foot the bill!!

They already have to fork out $$$ for dresses and tux's, now dance class ???? If YOU are going to pay for it then sure, bring it up. If not, only you and your new husband should take them.
