I see some job ads on monster and and another job board that are atleast 15 days or more older, should I even bother to send my resume to those ads?

Sure, when positions are filled with any new hire that person may not be a good fit for the job title. With this the position becomes open again.

Probably will be too late, unless there is a date in the ad to show how long the job will be open for applications.

Sure. Some positions are open recruitment that's constantly going on. The worst you would get is no response. It doens't hurt to go ahead and send it at all!

Hey, it couldn't hurt. Sometimes positions stay open for months.
