This is actually a military term, not a scientific one. It means any factor that increases a unit's effectiveness in combat. Such factors could include technology and armament, morale, or sheer numbers.

Not only is it a military term, it is a Physics term, meaning any simple machine that increases the force applied to an object. an example would be a lever, allowing you to lift more weight that you could without it.
