I woud agree that Yaho has no reason to send an attachment. You shouldn't open it, and you may want to forward it to Yahoo as well.

Put the cursor over the "link" without clicking on it, and look at the address that shows. If it has a "tw" at the end of it, it is fraudulent, as that is a spammer in Taiwan that is phishing for info you might be willing to give to achieve reinstatement.

yep its safe. someone maybe reported you for something? I dont know what, but you can open it.
